Fossil Fuel Treaty: the plan for a global just transition to phase out fossil fuels is gaining momentum in BelémWe stand at a crossroads unlike any other in human history. After 30 COPs and a decade since the Paris Agreement, fossil fuel production continues to rise, pushing the world further into climate chaos.
Yet a vast, just, and democratic global transition to a fossil-free world is gaining momentum — and can be accelerated through strengthened international cooperation. Building on COP28’s agreement to “transition away from fossil fuels” and the historic International Court of Justice ruling affirming that states have a legal duty to protect the climate — and that fossil fuel production, licensing, and subsidies may constitute an internationally wrongful act — a courageous bloc of Global South governments, backed by civil society, businesses, and frontline communities, is leading the charge.
The next critical step is the First International Conference for the Phase Out of Fossil Fuels, to be hosted by Colombia in 2026.
The proposed Fossil Fuel Treaty — once the missing piece in global climate governance — is now beginning to become a reality. Governments are seeking a mandate to negotiate the global roadmap needed to complement and implement the Paris Agreement by accelerating the shift to diversified, accessible renewable energy, ending new fossil fuel projects, and managing an equitable phase-out of existing oil, gas and coal production.
This is the moment to deliver real global leadership to end fossil fuel dependence, build a world rooted in justice and equity, and protect what we love: our communities, our shared future, and the planet we call home.
Our demands
COP30 in its outcomes, and all countries committed to climate action, should recognise the First International Conference for the Phase Out of Fossil Fuels and join Colombia’s declaration on addressing fossil fuels as an important next step in advancing a fast, fair and financed global transition from oil, gas and coal extraction.
Any approach to fossil fuels at COP30 must listen to the people of the Amazon, who have been clear they want the Amazon as a fossil fuel non-proliferation zone - governments must agree to prioritise ending expansion and phasing out extraction in areas of Indigenous Sovereignty and other traditional communities, and of high biodiversity first.
The COP should establish the Belém Action Mechanism under the Just Transition Working Programme to address the current fragmentation and inadequacy of global Just Transition efforts. This is the best opportunity at present for the COP to find common ground between parties from the Global North and South. The proposal has the clear support from the observer constituencies and the interest of many parties and blocs. It can institute new forms of knowledge sharing and cooperation between states, constituencies and Just Transition stakeholders, which will be an important advance in the international architecture to end the era of fossil fuels.
The shared declaration on addressing fossil fuels, in light of the International Court of Justice decision, is a significant political advance with states for the first time clearly and directly expressing their intention to address fossil fuel production, consumption, licensing and subsidies.
The Launch of the Journey Fund represents the next evolution in impact and ethical investment with private-sector actors aligning to not only “divest” from fossil fuels, or “invest” in solutions, but to also use their investment choices to send a strong signal on the political policy frameworks that are needed, including supporting jurisdictions that support the Fossil Fuel Treaty.
Important progress is being made in Belém, but we can and should still go faster and further. That is why a group of high ambition countries is coming together to build a more focused mechanism to accelerate the fair and financed transition through a Fossil Fuel Treaty.

The Fossil Fuel Treaty: A Global Workplan for a Just Transition

Location: Side Event Room 4At COP28 Parties committed to transition away from fossil fuels, yet there is still no global plan for this transition, or mechanism to ensure it is just. To address this challenge a growing bloc of countries is working towards a Fossil Fuel Non-Proliferation Treaty to complement the Paris Agreement.
Speakers from constituencies including Labour, Faith, Health, Youth, Subnational government, Academia as well as Indigenous Peoples & civil society leaders will discuss the rationale, opportunities, and challenges for new a mechanism to equitably phase out fossil fuels through a just transition.
